Who Does What?
- City of San Antonio – Decides zoning, land use, and development regulations.
- Bexar Central Appraisal District – Appraises property at market value for property tax purposes.
- Taxing Entities (City, County, Schools, etc.) – Set the tax rates that determine your tax bill.
Does Rezoning Change My Property Value?
- Rezoning does not automatically change your property’s appraised value.
- If rezoning makes the property more desirable in the market (example: from residential to mixed-use), buyers may be willing to pay more — this is when the market value may rise.
- If rezoning restricts use, market value could decrease.
- Appraised value is always based on what the market shows.
When Would I See a Change?
- Appraised values are set each year as of January 1.
- Any market impacts from rezoning would be reflected in the next appraisal cycle.
Will My Taxes Go Up Immediately?
- Not necessarily. Property taxes depend on both the appraised value and the tax rate set by your city, county, and schools.
- Homestead exemptions and the 10% homestead cap still apply, even if your property is rezoned.
- Other exemptions (Over-65, Disabled Veteran, etc.) are not affected by rezoning.
Do I Need to Notify the Appraisal District?
- No action is required from you just because of rezoning.
- If you change the property’s actual use (for example, from a home to a business), let us know so we can appraise it correctly.
What Are My Rights?
- Each year, you will receive a Notice of Appraised Value (typically in April).
- You have the right to protest your appraised value if you disagree.
